If your QlikView EE is Enterprise Edition, then it depends what licence your 15 users have.
You can have Named CAL and Document CALs (and some others), which give you different ways to give access to your users.
Best is to speak to a Qlik partner who can guide you on this subject, there should also be some good licensing PDFs on the community which explain and give examples how it all works together.
