access to hub with no login

hi ,

     here ,I want to ask an question with Login access rules.

     now . let me show some configuration to you what I set with an early version.

     with  these configurations , I can access hub with no login.

     but now,when I create license rule,it show me

     without '#license.LoginAccessType' option .

     if I set resource , I can access hub with no login ,but when I open an app , it show me have no permission that I can't open it.

     Is this version of the problem ? now how to set to realize sso with sense hub ?
