Until other user not publish any particular application to the same stream where you have access , You can't see that application
Now you are saying , You can see other developer apps which they haven't published yet , So it means the security rules applied to your user name is wrong. I am sure You can see monitoring applications too. Please go to security rules and check what is there once.
What I am feeling, You have created a custom property and then when you created a security rule for apps , You have chosen wrong name in Drop Box of user and apps.
