Using smart phone unable locate New App ?

when I using my note book , I can locate Nee App button .

BUt but when I use my iphone , why I cannot Locate New App Button ? Why

the new app button is designed to appear only from certain level of screen size

you can develop on tablets but not on smartphones

i am sure that it'll work on ipad mini

it seems that 7 inch screen aren't enough

but i don't have the exact answer
