1. How to make possible multi dimensional pie chart.

2. Fast change is available in Qlik sense?

In Qlikview it's east with Fast Change

The standard pie chart option in Qlik doesn't allow for more than one dimension, you will need to explore extensions.

2. I believe Fast Change isn't available in Qlik Sense yet.

There is an extension from Any Chart that does something exactly like this. It is called a Sunbirst Chart. 

I put this together quickly to demonstrate.
