I have been asked to introduce a dynamic map on a file.

what free extension or tool would you recommend?

you can achive this by using extensions as well as scatter chart with map

I personally Implemented scatterchart option

No google will only be free to x number of hits and only if it is public facing.

Open Street Maps is the way to go there is a thread here but I am not sure if it works still

Try SVG Map.

They are totally free in Dev & Prod. No limits to usage but it is a polygon map and you'd need State or Country Code to map it correctly.

It has Hoverover plus clickable popup.

Yes I agree the map is not Dynamic (pre loaded maps) but as we know countries or state not going to shift overnight and will stick to their places unless we have some major land disturbances

But I believe the values are dynamic (Measures) which is suppose will suffice the need to show?

It depends on user requirement. But I think Google Maps are not free in Prod. API needs to be purchased (at least that's what I heard).
