What is needed for a user to publish applications?

We don't want to give him/her ContentAdmin or any of the other Admin roles, but we have setup rules so when we audit the users stream and app privileges it looks like this:

(note that he has Read/Update/Publish):

App privileges

App privileges for the app he want's to publish (note that he has Publish):

but when he right click the app in the hub there is no "Publish" option:

So the question is, why doesn't the user get the "Publish" privilege, even though the privilege audits shows he has that privilege?

You can't publish an App in this way. The right way to publish an app to the stream is from the QMC. Users which have publishing rights can publish their own sheets in the app to the community
