How can i match a range within a range format table to transaction table of GL Account ?

I have attached the excel format in which i have the data . F - range and T - range are the range for Level 1 and From and To range are the ranges for Level 2 which is the sub level i want to match both the ranges to the transaction table of GL account . Can anyone one please help me with this.

If I understand:

CASH AT BANK accounts Level 1 are from 11100000 - 11109999, etc for all level 1/2 accounts you have listed with an upper and lower limit and you want given a specific account to put it into the level 1 and 2 buckets it belongs?

can you share one example how i can put in level 1 and level 2 ? thanks for replying
