With bilingual I suppose you would to have fixed strings in the report template in two different languages. There is not a standard procedure to create a multi-language report template.
The simpler solution is to create the first template, for example in English. Then create a new report, copy the template in it, add the QlikView or Qlik Sense objects into the template nodes and translate the strings.
