Can't access Qlik Sense QAP - "Not connected"

I have installed a Qlik Sense server with a QAP license.

When I access the qap from a client on https://<domain-name>/hub it works.

But when I try to access the Dev-hub I first get the error "You don't have an access pass", imidediately followed by the error "Not connected".

I have added the following user access rule:

((user.name like "*"))

I really hope you can help me out here.

It is just a bad error message.

The trouble comes from problems with the license.

I am not trying to open a stream, but the dev-hub.
