SVG Reader Extension Causing a Visual Glitch

I am using the SVG Reader extension on a map of the United States.  It is working perfectly from the perspective of filtering and labeling, and usually the visuals are great with the color-coding working properly.  However, sometimes when I first load a page of the report, it will overlay a weird zoomed-in view of the west coast with California in neon green.  At first, I thought it was a conflict with Chrome, but I replicated it with Internet Explorer too, and I can't find any consistency in what causes it.  It's easily cleared by reloading the page or expanding that graph to full page and then collapsing it back down, but the glitch doesn't make the finished product feel very professional.

Any ideas on what's causing this and how we can fix it?
