Count a set of numbers with and exclusion

Hello,

I am counting how many cells contain > 80% but also want to exclude any that contain 100%. This is what I have which works but I have to add the fact of not counting the 100% in that set of data.

Count({<[UMHC SYSTEM]={'>0.8'},[EC-LS-EM]= {'EC'}>} [UMHC SYSTEM])/16

Count({<[UMHC SYSTEM]={">0.8<1"}, [EC-LS-EM]= {'EC'}>} [UMHC SYSTEM])/16
