Is this structure possible in qliksense?

Actual, Forecast, Budget vs Forecast and Actual vs Forecast are different expression.

there is different expression for each cell.

The answer is yes.

You can achieve this either by making addition and modifications to your data model or you can make use of ValueList() to create synthetic and calculated dimensions.

Yes we can do it in Qlik Sense.

You need to create 2 dimension for the header, and use Pick,Match for the measure.
