When trying to open a document, I get the following msg:
"Failed to open document, you don't not have access to this document".
Where can I set user access security within the management console (or some other management tool)?

Seems to be Section Access restrictions.
If you are using NTFS security check QVW file security assignment. Otherwise check with developer if document has any section access implemented for authentification.
