Stacking linear gauge

Could anyone please tell me how to create a stacking linear guage in a straight table?  For example, I can do this:

...but would like to do this:

You can't do that with an inline chart. You could try putting a regular bar chart on top of the straight table. See attached qvw.

Thanks, Gysbert.  That is a nice-looking solution, but I am worried about everything lining up correctly across browsers, desktop, and plugin.  To approach it from a different way, is it possible to create a bar graph and add to it the appearance of tabular columns of data that line up with the bars?

Sort of. See attached qvw. It's far from perfect though. On the bright side, it does seem to look the same in webview.
