One company with section access in publisher

I'm working with the QV enterprise server\publisher and we have one commercial dashboard which includes all our companies.

All companies, except Italy, don't need data protection. Per company I've made a reduction on companyname, so the Qlikview users of that company may only open this document on the web access point without autorisation.

Our company Italy works different en needs data protection per salesman. Each salesman needs to log in before entering his document to see only his area. 

I prefer to solve this only in the publisher. I don't want to use the section access in my Qlikview commercial dashboard, because I want one place to manage the autorisations. How do I realise this?

You best bet is to do it in section access using user groups. It is never a good Idea to do section access and data reduction using publisher.
