We are upgrading from Qv10 SR4 to QV 11.2 sr4 with IIS and we ran into issues like QDS is not running. All the services are running except for QDS, we tried uninstall and reinstalling qlikview, start and stop the services, license information, run the instal as qlikview admin, checked the SSL certificates. everything looks fine except for QDS.
Error we are getting is:
The HTTP request is unauthorized with client authentication scheme 'Ntlm'. The authentication header received from the server was 'NTLM'.
QDS does not properly initialize.
Management service log has the following error on start:
Error Failed to retrieve QDS info: System.ServiceModel.CommunicationException: QDS did not respond to request.
Last exception (for https://vaww.ppd.stdp.cdco.va.gov:4720/QDS/Service😞 ANY did not respond to request.

Determiniation is that the Qlikview Distibution service will not start properly because it is attempting to use NTLM to authenticate.
Group Policy is configured to refuse NTLM:
Is there a work around for this?
