what happen if license of users ha s been expired

Could you please expand your question at bite more. Is this a user on a server or is this a local client? Expired, do you mean you are not paying maintenance anymore or was this a trial license?

these clients are on server ,and they forgot to give maintenance payment(i.e renew) from last two months

In this case, their server works fine.

Now they are no more entitled to get support from Qlik.

As the License key is perpetual the server would work just as ASHFAQ answers. But the would loose the possibility to get support and future upgrades. My recommendation would be to get them back on support as quickly as possible.

The license will work fine unless it has a time limit in the LEF. The expiration is for support maintenance.
