If you mean control access to only certain files, then this capability is not natively available in Windows. Perhaps you would be better off by making sure that non-authorized people are always in an AD group that is itself used to deny access on files.
On the other hand, if you mean you want to block certain IP addresses completely from your system, then this can be done with IIS (or maybe the solution in the link above).
