how is it possible to let a user to work with user tab of management console?

i have found the answer:

The user must be a member of the local Qlikview Administrators group. That is a windows user group on the server you installed Qlikview Server on. So the user must exist in either AD (or maybe as a local user). You can't create a user in the QMC.
