Document CAL Limit?

I was attempting to grant access to an individual to a number of Documents/Applications, I was doing this via Document CALs as we recently used all of our Named CALs.  Now this individual was receiving 23 Document CALs , however when I tried to add the 21st Document CAL I received the following message:

Too many document CALs allocated

Is this because there is a limit to how many document CALs can be assigned to an individual?

I think you receive this error because you haven't specified a high enough number of Cals allocated to the document you want to add the cal to.

Hi,

Usually this error comes if you are running out of cals.

Or as Laura said make sure you have specifies enough nomber of cals in below section.
