When does the qvpp file get generated?

When does the qvpp file get generated? I update the definition.xml but the qvpp wont generate a new one...

I usually do following to get a new qvpp:

1. Delete the old one

2. Comment out properties file tag in your Definition.xml

3. Open any doc with your extension in web view and press F5

new qvpp file appears in extension directory.
