Ishfaque is right: a test server has the same properties (and user licenses) as a genuine production server, except for not being able to lease licenses. Otherwise you wouldn't be able to perform user tests in a perfect copy of the production environment. And that's the whole idea: duplicating production system circumstances to enable you to figure out whether your brand-new document will run fine when published. So no special tools, no dedicated testing instruments, nothing that differs from your end-user environment.
A test server is required when (these are examples):
- coporate goveranance dictates strict separation between live production systems and test&evaluation systems.
- when you are running risks of bringing the production system down during intensive load/usage testing on a newly developed document
