Bar Chart Legend is not shown when legend in cross position. I explain below with screenshots.

Have you tried  Ctrl+Shift  within the chart and resizing in bottom of the Chart?

If the chart is activated and you pressed ctrl+shift red lines appear within the chart which could be dragged to resize or reposition the various chart-parts. I think if you resized the bar-part you will see the axis-values again.

We can adjust the size of chart using CTRL + Shift as Mr. Marcus and Settu said.
