User allocation tab missing

We are using the Qlik cloud Identity provider to ingest new users. In the Management console we have lost the section User Allocation. Is there a setting that I need to engage to bring this section back?

I have found the only way to display the license allocation (basic) is by clicking on the home icon which displays consumption.

Yes but this doesn't give me the list of possible users that can be set up to have access. Right now the only way to see users is after they have already logged into the environment 1 time. we would like to be able to set they mu fully before they sign in.

Are they not listed under All Users or Orphan users if they have never access before.
