Can I install the Personal Edition in a web machine and access it where I go?

Yes, as long as you can remotely access the machine with for example mstsc.exe or a tool like teamviewer. Qlikview PE is a desktop application so you need desktop access, either directly or by remote access.

As Gysbert said there is no restriction on installing QV PE on a cloud based machine and using RDP to access that machine to use QlikView.

What you do not get with Personal Edition though is any kind of Server component - so you will not get an Access Point that you can view your apps through. The entry level for being able to do this is QlikView Server Small Business Edition.
