Hiding the Create App button on the Hub QSEoW

If I hide the create app button by excluding a Professional User license user from the CreateApp rule the following happens:

I create an empty App for the novice. Change the ownership to the above novice developer.

When the novice goes into the App the Data Manager is not enabled or he receives an error if trying to activate the Data Manager from the drop down menu.

Any ideas on what resource needs "create" actions to overcome this?

Please clarify what a novice user is. This isn't a term I've seen before. Do they have a professional or analyzer license?

The user has a Professional User license.

I want to govern the new Apps created in the environment by "new" self-service users.

The idea is to hide the Create App button for a period while the new self-service users gain experience.
