Multi-Cloud App Support for Insight Advisor Chat

currently, apps that are distributed from a QSEoW deployment are not eligible for insight advisor chat functionality in Qlik Cloud. These apps should be supported as part of this functionality, as there are many insights that come from apps that didn't originate in the cloud tenant for a particular deployment.
