Connection to PostgreSQL with Azure DB certificates

I am using the trial SaaS Qlik Sense and trying to connect this to an azure hosted PostgreSQL DB.

I have 2 Azure DB certificates, a public one and a certified one. I have tried these alternatively with no success in connecting.

Could you please help me with what I may be doing wrong?

This is my interface, I use the PostgreSQL connector.

Error is

ERROR [08S01] [Qlik][PostgreSQL] (10) Error occurred while trying to connect: [SQLState 08S01] connection to server at "server" (20.223.245.91), port 5432 failed: timeout expired

It looks like a network issue. Is the server 20.223.245.91 reachable on port 5432? Is that the correct address?

You were right, I had to allow all public IP addresses to the firewall settings of the Azure server and I have access now.
