topic Filter overriding selections? in Qlik NPrinting

I have a dashboard that contains multiple case #s. Section Access is applied to the Case # field. When I have a task, I use filters based off the section access to reduce the data for the users.

If I run a task on-demand, however, selections can be ignored based on the filters applied.

For example, let's say I have case numbers 1-1000. User1 has access to all except 10 of them, let's say 1-990. But if he selects Case # 5 and runs a report, his selection is ignored, and the report is generated for cases 1-990.

Any idea why the selections are being ignored, and if there's a way around it?
