New apps Bookmars accessible by root admins but not other users when published:

Recently upgraded to QS Ent Windows Nov 2023.
After this when new apps are created and published, the default bookmarks are accessible by users with super roles like root admin. Other business users see a message that bookmark is not accessible.

After this message , the app is accessible as usual, no other issues.

I have reviewed the security rules , they look ok. the Stating server works fine and security rules are identical in both.

Further research , noticed that , for the new apps, in the AppObjects table , in File_ID column null is stored.
I have seen other working ones, they have some id in this column for default bookmark.

Please let me know if someone has an insight into this.

Just to add the exact error message says

'The Bookmark you are trying to reach could not be found.

No selections have been applied'
