reload data of published application from .net code using POST /qrs/task/start/synchronous?name={name}

Hello,

I tried to reload data of published applications by creating a task of reload in QMC, and start this task from .net program using POST http://myserver/qrs/task/start/synchronous?name={name} , but until now i have an error message 403 forbidden. I join my C# program ,and the message error in attachement.
