Qlik Sense Error: remote device or resource won't accept the connection

My Qlik Sense Server broke somehow over the weekend. Now I am getting this error when I try to log in through the VM: "remote device or resource won't accept the connection."

I've had this error before and it was fixed by running the repair tool. Now that is not fixing the problem. I've upgraded from 2.2.3 to 2.2.4 and that did not fix the problem. Any ideas on what might have caused this? Additionally, any ideas on what might have caused this in the first place?

Update: I upgraded to 2.2.4. Then I restarted my VM and ran the Repair tool again. This "fixed" the problem at the expense of all my apps being inaccessible (I can see them in the QMC, but not the hub). Fortunately, I am all too familiar with Qlik Sense's propensity for doing stupid crap like this so I had backed up all of my apps beforehand. The users, streams and security roles remained unaffected.

Can you please elaborate how you ran the repair tool.
