Publishing different copies of apps with different data available

We have a use case where we are going to be publishing different data sets to different users, based on filters applied.

Our data set includes information on 1000s of organizations, and all of the data related to those organizations. We'd like to be able to select a subset of organizations (say 50 or 100), filter all the related data to those organizations in Qlik, and publish a Qlik App with just that limited result set to a stream.

Is there a way to eliminate all of the extraneous records using something in the QMC, to publish these "mini apps" to different users? Or do we need to handle using database tools outside of the Qlik environment, and handle the data limitation during data loading?

I think we may need to use the On Demand app approach. I've created a Selection app, but now I'm confused how to create the matching Template app.
