Need to link Budget data which is month wise to Actual data set which is transaction wise

I have made an app using actual sales data which is transaction wise made of 100's of records over a 2 year period

I have another excel sheet having month-product wise budget figures. This sheet has only 47 records ie budget figure for each of 24 months for each category

How do I link them in QlikSense in order to build a month actual vs budget bar chart?
