Clicking Vertical scroll bar (when there is a horizontal scroll bar) moves table back to top left

When I have a wide and long table (i.e 10s of thousands of rows and 100 columns), there are horizontal and vertical scroll bars. The horizontal scroll bar functions correctly, but when the vertical scroll bar is tried, the table jumps back to the left side and the top row of the table.

Other tables without horizontal scroll bars work correctly.

Has anyone seen a similar issue or know a fix for this?
