Select a field value and block field

Hi, I need the following: if a OSUser() like *admin2* uses the program, the field YearData must be 2019 (today is 2021) and the same field must be blocked.

But if another OSUser() uses the program, the field YearData will have no selection and will not be locked.

Any ideas? Thanks.
