This will handle up to 4 blank rows. If you think you may have more, just add more Above() lines to the expression.

Alt(only(Sales)
,Above(TOTAL only(Sales))
,Above(TOTAL only(Sales), 2)

,Above(TOTAL only(Sales), 4)

Cant I do it dynamic instead of writing 2,3,4 ad all?
