What will happen if i add section access in both data model and application level where both are having different set of users? In this case I'm not taking resident or concatenation load. Will the section access get overridden? Can anyone answer my query?

I am not sure what you meant by 'both data model and application level'. Section access can be used only once in an application. If you meant one application being as 'Binary Load', in that case your target application section access gets prioritized and that overrides the binary loaded one.

If you meant data model as a separate application (probably being used at transformation layer), it would still be treated as a separate application and have no impact on the next layer application.
