Condition not fulfilling in text box layout,

Hi All,

In my section access -

I have got the values for ACCESSDETAIL as "CPCS,DV,Y"

My requirement is , if ACCESSDETAIL contains "Y" then I have to show the Report tab.

The Report tab is actually a text box where the layout condition is -

=SubStringCount('*|Y' , MinString({$<NTNAME={$(=upper(OSUser()))}>} ACCESSDETAIL))

But this condition is not working .
