How I can publish a only sheet of app for 2 users e not for others directly from app e not from qmc.

This is not possible, as far as I know.

You could add a display condition so the sheet is only visible to certain users, but this is not quite the same thing and would not work as a security measure since it is still possible for a user to duplicate a sheet that's hidden (assuming they have a professional license).
