If asking about making extensions, like custom charts, yes they have it at your hub you can open the Dev hub its in top right side of hub where you have you login

No, I'm not talking about extensions.
I'm talking about UI Design kits like this one I'm pointing out here: https://www.figma.com/community/file/1310670219738074447/plus-ui-design-system

Component design systems are made with design tools such as for example Figma.

I believe Max you can have it's a custom Theme, where you can have some design iu things + extensions, but something like Figma, no.
there no like way to get a Figma theme for example and import to Qlik or something like this, I belive there is not Bi tool who do this ( I might wrong)
