Is there a possibility to use a dollar sign expansion expression in a master measure and add the dollar expansion values in that master measure?

Like this: $(UDF_BAR_CHART_NETT($1)), but where to set the $1 value in a master measure (if possible).

No.

It does not work.

If you are using $1 for a set expression, you could create a master item without the set analysis, then use your variable function to set the Outer set analysis if your version supports it.
