Failed on setting Legacy Mode for Qlik Sense Desktop

I met a problem when I try to set legacy mode for my Qlik Sense Desktop.

I want to load a QVW file from my local PC, and I have followed the instruction in https://help.qlik.com/en-US/sense/April2019/Subsystems/Hub/Content/Sense_Hub/LoadData/disable-standard-mode.htm?_ga=2.106788608.2014348709.1568945157-349846745.1551158723 and I understand that I need to change the value in the setting.ini.

But my problem is, there is no Settings.ini file in my folder C:\Users\{user}\Documents\Qlik\Sense\

My version is newly downloaded from Qlik web , version June 2019 13.32.2.

"If you installed Qlik Sense Desktop using the default installation location, Settings.ini is located in C:\Users\{user}\Documents\Qlik\Sense\Settings.ini. If you installed Qlik Sense Desktop to a folder that you selected, Settings.ini is located in the Engine folder of the installation path."

Did you install it on the default location or did you pinpoint where to install the QS Desktop ? It might be an good idea to check out the engine folder of your installation.
