Qlik Sense Desktop Failed Installs

Hello,

Similar to other users I am having trouble installing qlik sense desktop. I have done so with no issues on my previous work machines with the same rules and user groups applied. I am also a local admin. The logs are saying

[3070:3DD8][2019-04-18T18:54:20]e000: Error 0x80070643: Failed to configure per-user MSI package.
[3070:3DD8][2019-04-18T18:54:20]i000: Detected failing msi: SenseDesktop
[3070:3DD8][2019-04-18T18:54:20]i319: Applied execute package: SenseDesktop, result: 0x80070643, restart: None
[3070:3DD8][2019-04-18T18:54:20]e000: Error 0x80070643: Failed to execute MSI package.

I have tried:

1. Running as admin

2. Updating .net even though I already had > 4.5

3. Updating c++ and making sure to have the x64 version

4. regedit from the other thread

5. Several different versions/ releases

Logs are attached. Let me know if anyone has other suggestions.
