Accessing Data Load Editor of Published App

Hi Community,

There is a QS april 2018 deployment wherein few users are able to access the data load editor of a Published app and even edit the front end app.

I was of the view that you cannot do these things in a published app. Any idea why this is happening and is it linked to a security rule.?
