Professional License allocated users needs to be restricted to editing?

We have 284 Professional licenses and zero analyser licenses. We updated the license key yesterday. Previously we only had User access allocations, but after the update we realised that there is 2 new license type, i.e. Professional – and Analyser access.

We restricted users via security rules, when user access allocation was still active, but now that all the license types are professional, it appears that the professional access overrides the security rules. We urgently need to restrict some users from editing anything and just “read” information. We eventually going to have all licenses as professional licenses and need a permanent solution please.
