Do I need something specific to triggers? Isn't a privilege error usually related to licensing? Thanks in advance

Assuming they have the RootAdmin role assigned, they probably also got an Analyzer license. Note that users with Analyzer licenses are not able to modify or create apps, even though you have given them that access through a Security Rule.

You then basically have 2 choices:

1. Give them Professional Access

2. Ensure they do not have an Analyzer Access token / Analyzer Capacity license assigned
