What does it mean when a user has Create privileges to already created data connection?

Hello,

I did an audit of Data connections in QMC and found something odd. There are some users that have Create privilege for data connections that have already been created. Here's a screenshot:

The last three rows in the screenshot have only the Create privilege. Side note: I've erased data connection names and user name.

Does anyone know what it means when a user has Create privilege to already created data connection?
