topic Best practices to config login access rule vs analyzer access rule in Management & Governance

I have an QS enterprise on premise environment with ~ 10 professional tokens and ~ 10 analyzers tokens.

I have a situation that around 30 users have a same access to a report, but they need to view it 2-3 times per month. How to config the analyzer access rule or login access rule to support best for this case?

Currently, I created some common accounts and users shared between these common accounts to login, but it's not like a good way of security, I could not check detail who was using the common accounts.

Thanks for any advice.
